[redmine] Allow anonymous issues

Description

It is required to register to create issues. However, #2366 showed that registration:
  • too easy (even no email confirmation):
  • will not protect from spammers.
    Maybe, allow anonymous issues?

or here another idea, maybe require users to maintain a valid
email address and sign each post with GPG?

i think that compared to the way things are now, among those
two suggestions:

one of them would result in an large increase of the quantity of
bug reports, and a large decrease of the quality of bug reports

and the other would result in a noticeable, but relatively small
decrease of the quantity of bug reports, but perhaps a small
increase of the quality of bug reports

the main concern is that the software has neither of those
behaviors now - either one would require some coding - if it
were me who were to spend my time on that, i would prefer an
option that increases quality or decreases noise from spam-bots

I'm with bill-auger as to the direction of further change if any.

Since a BR equals a resource drain. Allowing anonymous BRs equates directly to
inviting a resource exhaustion attack. Some ninny could file 100s of BS BRs and
us poor few Devs would have to sort through the pile just in case there was a different
anonymous person in there with a real issue.
