[Wiki] Enable registration

Description
Wiki registrations were disabled because of spam attacks on Parabola. Most likely they are gone.
Arch Linux Wiki is sometimes (not often) attacked by GLAT scammers. I’m currently sending their code to antivirus companies and I think they will be flagged as malware, making their scam even less trusted.
I think it is safe to open registrations again.

i have been postponing that intentionally - i would not want to
enable registrations again without first re-writing the captcha
handler in PHP - but it may be better in the long-term to
migrate the wiki data to redmine and shut-down the mediawiki
service
