Opening a terminal resets the keyboard layout

Description
I just did a fresh install. I selected the dvorak keyboard layout during installation. I discovered that whenever I open a terminal, it changes the layout to qwerty for the entire window session. This seems to be caused by the default .bashrc, whose last line is `setxkbmap us`. (I haven't rebooted to test yet, but the diagnosis looks pretty obvious.) As far as I know, there would be no downside to simply removing that line.
