mingw32-gcc depedent on blacklisted packages; mingw32-gcc-base useless (?) without it

Description

mingw32-gcc issue pretty evident. I'm not familiar with how the mingw32 toolchain works but mingw32-gcc-base's executables don't seem to work without mingw32-gcc etc.

Why are they blacklisted?

MinGW is a C and C++ cross-compilers for building Windows executables on GNU/Linux. It doesn't make sense (blacklisting of mingw32-runtime and mingw32-w32api), so wine should be blacklisted too. Those packages are available on Trisquel, so I will unblacklist them.

The packages were unblacklisted. Tomorrow, after repos's synching, those packages will be available on Parabola. bmcclure, thanks for the report!
