[libretools][dbscripts] remove/rename optdepends of packages on upload or build

Description
We have many PKGBUILD changes to rename unrar to ununrar or not list packages not available on mips64el in optdepends. This could be done in a single script processing packages after there are build and calling the script in scripts wrapping makepkg or getting packages from Arch.
The script should log what it does.
