[iodine] depends upon net-tools

Description

Running the program produces the following output:

[user@computer ~]$ sudo iodined -f 192.168.178.180 example.host.com
Enter password:
Opened dns0
Setting IP of dns0 to 192.168.178.180
sh: /sbin/ifconfig: No such file or directory

Installing net-tools fixes the issue.

iodine provides from Arch repos, it should be reported on Arch bugtracker [0] then
