gpg.conf is now part of Parabola's pacman package, and it's not on Arch. Pacstrap doesn't copy the keyring if it detects /etc/pacman.d/gnupg/ inside the chroot (https://projects.archlinux.org/arch-install-scripts.git/tree/pacstrap.in?id=c37db2362a72203a41182f10315f37ee003e83bb#n113). Because Parabola's pacman creates /etc/pacman.d/gnupg/ the keyring doesn't get copied.

Please tell if gpg.conf must be installed there by pacman because arch-install-scripts now needs a [libre] version.
