[repo] Discrepencies for arch=(any) packages between x86/ARM confuses everything.

Description
There's a hack to work around it in libretools; but now its killing reporead. I'm now having reporead ignore ARM packages as a temporary workaround.

i completely forgot about this report.
although dbscripts now does the right thing, parabolaweb still doesn't behave as expected. the package updates feed is somehow being polluted by very old [pcr] packages.
