Two "Open Link in Web Browser" in xchat-libre url menu

Description

The menu that appears with a right mouse click on urls need to be fixed because there are two "Open Link in Web Browser".

I'm almost certain that this is equivalent to FS#26245 which was fixed in firefox here

I'm in the process of cleaning up IceCat and Iceweasel packages, including that fix.

xchat-libre was released and i added a modification that could solves that problem => https://lists.gnu.org/archive/html/gnu-linux-libre/2010-09/msg00096.html
Note: hexchat-libre was added with the same changes due that hexchat contains the same parts than xchat, so hexchat was replaced by hexchat-libre on [pcr] repo.
Please, check if it now works.
