Custom license does not mean nonfree necessarily. We have more than 1500 packages with custom license (see attached file). You can check about using custom in the license: https://wiki.archlinux.org/index.php/PKGBUILD#license

We welcome the desire to audit more packages and help us keep Parabola free, but libxslt isn't an offender. This is the license, for anyone interested: https://git.gnome.org/browse/libxslt/tree/Copyright. It's the X11 license with the "non-endorsement" sentence adapted for different authors.
As ovruni explained, custom license does not imply nonfree.
