[hardinfo] Conflicts with ICU 67 (x86_64)

Description
Actually, I discovered that ICU dependence affects to Hardinfo, which makes almost impossible to upgrade in x86_64. Also, it may affect to armv7h.

it does - the new icu-parabola package is intended to remove these conflicts - there is an open ticket now for 'hardinfo' #2057 and every other dependent of icu - in the future, bug reports related to icu conflicts should never happen; and we intend to re-use those same tickets indefinitely instead of opening new tickets every new icu release
the 'icu-parabola' package allows upgrading the system during the transition from one icu release to the next - the current way to do that is:
# pacman -Sy icu-parabola # pacman -Su --assume-installed=icu=65
