mktexlsr is not included in texlive-bin, which renders things like pdflatex useless

this was just discussed about a month ago (see #2769) - the
missing mktexlsr does not seem to be a problem - if the
`pdflatex` command does not work, probably you do not have the
'texlive-latexextra' package installed
if you have any trouble after installing 'texlive-latexextra',
add a comment to #2769 - maybe the issue needs to be re-opened
