Create fallback in case download stalls endlessly

Description
When attempting to download xorg-luit, the download stalls. Commenting out the Xfercommand line in pacman.conf allows me to return to downloading from the repos in the traditional manner, without lag.
It would be nice to automatically fall back to client-server downloads when p2p takes too long.

Yes this just happened to me. Download stopped at 86%. I assume it's because there are no seeders and the sole webseed is dead. Maybe the best way to solve it would be to use more webseeds (currently only one is used).
