[libretools] set proper CARCH before sourcing a PKGBUILD in fullpkg-find

Description

We have PKGBUILDs setting depends or makedepends differently depending on CARCH (e.g. vlc or other packages having optional dependencies requiring GPUs not used on mips64el). fullpkg-find doesn't set this variable correctly, so it decides to update these dependencies and fails.

treepkg sources /etc/makepkg.conf so the CARCH variable is set

Will add a source statement to scripts fullpkg-*.
